What FHRAI told hotels about Aadhaar App verification, and what it did not

On 12 June 2026 the Federation of Hotel and Restaurant Associations of India (FHRAI) sent a notice to its members headed "Advisory from UIDAI for Adoption of Aadhaar App-Based Offline Verification for Hospitality Establishments". It is signed by its Secretary General.

What the notice says

• UIDAI has launched the Aadhaar App, which supports consent-based, privacy-preserving offline verification using Aadhaar Verifiable Credentials.
• A UIDAI circular dated 30 April 2026 recognises credentials shown, shared or verified through the app as a legally valid way to establish identity.
• Hotels may explore app-based offline verification for guest check-in, visitor management, staff verification and other identity checks.
• Members who are interested can register as an Offline Verification Seeking Entity on UIDAI's OVSE portal.

Behind it: UIDAI's letter of 8 June 2026

The notice passes on a letter from UIDAI to the FHRAI president, dated 8 June 2026, which names hotel guest verification as one use for the new facility.

How to read it

The wording is "may explore". The notice does not make the app route compulsory and gives no deadline. It also says nothing about guest registers, how long records must be kept, or police and Form C reporting. A hotel that wants to adopt the route should treat registration as the one concrete step and keep its existing legal duties as they are.
