If you read anything from UIDAI about verifying Aadhaar without the internet-based authentication system, you will meet the term OVSE. It stands for Offline Verification Seeking Entity.
The short answer
An OVSE is a business or organisation that checks a person's identity using Aadhaar documents or credentials that can be verified offline, for example a digitally signed QR code, an e-Aadhaar file, or a credential in the Aadhaar App. A hotel that wants to confirm who a guest is, using these, is an offline verification seeking entity.
Why UIDAI asks entities to register
UIDAI has set up a portal at ovse.uidai.gov.in where entities apply. Registration gives UIDAI a record of who is doing offline verification and under what terms. The terms include duties such as telling the guest whether each verification succeeded or failed, showing how to complain, and keeping verification logs.
Who must register, as we read the papers
- For Aadhaar Paperless Offline e-KYC and Aadhaar Verifiable Credential verification, registration is required under the 2025 amendment to the Aadhaar (Authentication and Offline Verification) Regulations.
- For a Secure QR code or an e-Aadhaar document, the OVSE Handbook describes the check as limited to document authenticity and display, and says registration is not mandatory for that.
- Rules can change and the wording matters. Confirm the position for your hotel with UIDAI or your lawyer before you rely on it.
Where a technology provider fits
Most hotels will not build their own software. The OVSE terms deal with sub-contracting, and whether one provider may serve several hotels, each with its own registration, is a point to confirm with UIDAI. CheckInKYC is operated by Swastik Enterprises, a UIDAI-registered OVSE (registration number OR11274063).
What to do next
Read the OVSE Handbook, decide which verification routes you want to offer, and ask your provider which registrations apply to your hotel.
